Regional Water Blueprint Initiative

 

The Water Agency’s 2026–2030 Strategic Plan (SP30+) identifies the development of two regional water blueprints as a priority objective under the Water Security Program with a recognition of regional differences: one for the Tahoe Basin and another for the West Slope.

The development of regional water blueprints is the Water Agency’s next-level planning effort tiering off the Water Resources Development and Management Plan (WRDMP) with a focus on near and mid-term actions with a planning horizon approximately up to 20 years.

The WRDMP, last amended in 2024, is the cornerstone of the Water Agency’s investment and operations in fulfilling its statutory role as water steward in El Dorado County under the 1959 El Dorado County Water Agency Act.

The Water Agency will engage in a collaborative blueprint planning process to translate the broad Resource Management Strategies in the WRDMP into:

  • Clearly defined, regionally supported management actions,
  • Clarified roles and responsibilities for implementation, and
  • Commitments that are reasonably achievable within existing authorities and capacities, including anticipated amendments and supplementation.

To support this purpose, each regional water blueprint will include an implementation roadmap that facilitates shared understanding of sequencing, triggers, dependencies, and conditions for adaptive management. 

Tahoe Basin Water Blueprint

The Water Agency initiated the Tahoe Basin Water Blueprint (Blueprint Tahoe) in January 2026 with scheduled completion in June 2027. The Water Agency also organized a working group with regional and local governments, water users, and interested stakeholders to provide input during the development process. Scoping Session

The Water Agency hosted a special Regional Focus of the Countywide Plenary for Water with the theme, Pathways to Resilience: Managing Water in the Tahoe Basin, on October 23, 2025, at South Tahoe Public Utility District. This plenary session served as the scoping session for Blueprint Tahoe, including eliciting input from participants about challenges associated with water supply, water quality and public safety in water management in the basin.

Workshops

The Water Agency will share the progress with the working group through a series of in-person workshops over an 18-month period. While focusing on gathering input and feedback from this advisory group, public participation in these workshops is welcome.

The Water Agency plans to initiate the West Slope Water Blueprint (Blueprint West Slope) in summer 2026. Consistent with Blueprint Tahoe, the Water Agency plans to organize a working group with regional and local governments, water users, and interested stakeholders to provide input during the development process.
