How the Board is Comprised

The EDWA Board of Directors is comprised of five appointed members. There are three members from the County of El Dorado's Board of Supervisors; one seat represents the Tahoe Basin purveyors (which rotates between the South Tahoe Public Utility District and Tahoe City Public Utility District); and one seat represents the West Slope purveyors (which rotates between Georgetown Divide Public Utility District, El Dorado Irrigation District, and Grizzly Flats Community Services District).

El Dorado County Board of Supervisors

Lori Parlin moved to El Dorado County with her family at the age of four. She spent several years of her childhood in Camino and then later moved to Pollock Pines. Following college and residing in the Sacramento region, Lori and her husband returned to the County to raise their family, settling in Shingle Springs. She was elected to the El Dorado County Board of Supervisors in 2018, and has been a member of the EDWA Board of Directors since 2019.

Lori has been involved in many land use and development issues in El Dorado County, including creating and co-leading Stop Tilden Park, which advocated to keep the land zoning at one-acre parcels in Shingle Springs, and the Shingle Springs Community Alliance, to advocate for keeping Shingle Springs rural. As president of the Alliance, Lori has led efforts to stop incompatible, high-density projects in Shingle Springs, as well as to bring the community together to create a better plan for its future. She also supports other local communities with their efforts to form alliances to stop incompatible development projects, including development of Community Plans for local communities which create standards and guidelines for development that preserves communities’ unique characteristics and lifestyle.

Additionally, Lori continues to support work toward creating community identity pursuant to Goal 2.4 of the El Dorado County General Plan. In December 2017, the Board of Supervisors approved funding for the creation of design standards in several communities throughout the County in an effort to preserve the unique character and lifestyle that residents enjoy.

Lori holds a Bachelor of Science degree in Business Administration, with a concentration in Management Information Systems, from California State University, Sacramento. She has also held positions with Ponderosa High School and the Forestry Challenge.

Nick Haven

South Tahoe Public Utility District, Tahoe Basin Representative

Nick Haven holds a degree in Public Administration, with a minor in Transportation Geography from San Diego State University. Nick works at the Tahoe Regional Planning Agency as the Long Range and Transportation Planning Department Manager. Nick serves on multiple national committees related to land use and transportation planning and infrastructure.  Nick has extensive experience with long range planning, capital infrastructure planning, budgeting, and funding.

Nick and his wife Kathy have lived in South Lake Tahoe for 25 years.

El Dorado County Board of Supervisors

Brian retired in 2011 from Fire Service after 30 plus years in public emergency services that began with a position as a volunteer/paid call firefighter and culminated in his last position as fire chief of the El Dorado Hills Fire Department. During his tenure as chief, he worked collaboratively with many agencies within the County and surrounding region to serve and protect our people, their property and our business community. He was instrumental in the consolidation of Districts, the mitigation of many local disasters, the enhancement of service delivery levels and the protection of many precious assets of El Dorado County. The Department's efforts under Brian's leadership allowed them to maintain financial stability for Fire and Emergency Services resulting in cost effective, high level and efficient service to our citizens.

In 2012, Brian was elected to the El Dorado County Board of Supervisors and served two four-year terms for District 3 and through his various County assignments. The end of Brian’s two terms as the District 3 County Supervisor did not mean a time of rest, he completed two years as Executive Director for El Dorado County Emergency Services JPA, served on LAFCO (Local Area Agency Formation Commission), and was elected to EID’s Board of Directors where he served as Board President in 2023.

Brian has had the opportunity to testify before two Congressional committees regarding catastrophic wildfire, land management and emergency preparedness.

Brian's commitment to "Service Above Self' is evident in the many ways he finds to give back to our El Dorado County community. Besides his most recent service, Brian has served 14 years as an elected Board member with the Camino Union School District, three years as Board member of the El Dorado County Emergency Services.

Authority JPA, and 25 years as emergency medical services training program director for El Dorado County Fire Chiefs Association. He is a 17-year Rotarian, I2-year member of Kiwanis Club of Placerville, Marshall Foundation for Community Health Emeritus Board Member, Marshall Medical Board Member, El Dorado Community Foundation Board Member and he also maintains affiliations with Boys and Girls Club, The Rocky Mountain Elk Foundation, the USGA, and the NRA to name a few.

Brian resides in Placerville with Lori, his wife of 44 years. He has two daughters, two sons-in-law, two granddaughters, three grandsons and many other family members that call El Dorado County home.

George Turnboo

El Dorado County Board of Supervisors

George Turnboo is an El Dorado County original. George's ancestors lived in the area since the 1840s, and he raised a family here. George has been a local business owner for over 40 years. As a business owner, George understands the challenges for businesses as well as the benefits for the local economy. He supports law enforcement as community protection, and believes in properly managed growth through basic infrastructure and services.

George loves the people and rural lifestyle that we all enjoy in El Dorado County. If you have concerns, and live in District 2, please feel free to reach out to George or his assistants. George's goal is to best represent District 2 and all residents of El Dorado County.

George became a member of the EDWA Board of Directors in 2021.

Roger "Pat" Dwyer

El Dorado Irrigation District, West Slope Representative

Pat Dwyer retired from McClellan AFB in 2001. He holds a BA in Business Management from the University of Maryland and both an MBA (Logistics) and MS (Accounting) from California State University, Sacramento. Mr. Dwyer has extensive experience in budgeting and finance, planning, proposal development, and operations management. He has served on active duty and in the reserves. He has experience as an officer, enlisted, and a civilian. During his Air Force career at McClellan, he was the Division Chief for the Manufacturing Division, Deputy A-10 Fleet manager (SPM), Deputy Director of Aircraft Maintenance and Overhaul, and Director of Base Closure.

He was an adjunct professor at Golden Gate University for 16 years. He taught operations management courses at both the graduate and undergraduate levels.

Pat is active in the community. He has served on the Board of Directors of Mother Lode Rehabilitation Enterprises, MORE, Placerville. MORE serves adults with developmental disabilities. He is also the Chairman of the Board of Directors for the Logtown Fire Safe Council and was a Board member of the Diamond Springs-El Dorado Fire Protection District. Pat has also been Chairman of the El Dorado County Fire Safe Council and is currently the Chairman of the Grants Committee. Pat understands the importance of being proactive in seeking grant funding. During his tenure with the Fire Safe Council, they have been awarded numerous grants totaling over three million dollars. He is a dedicated community volunteer focused on working with agencies, communities, and residents to help make the county resilient to wildfire.

Pat was re-elected to the EID board for his second term in November 2022. He previously held the position of board vice president in 2020, served as president in 2021, and is currently serving as vice president.

Pat and his family have lived in El Dorado County since 2005.
